As a private sector executive, Paul has extensive experience with project teams that have won and delivered contracts in 25 countries including major projects in Canada, France, India, Saudi Arabia, Singapore, and the USA. He led business development efforts in Asia that led to contracts in South Korea, Japan, PRC, Brunei, and Malaysia. He guided the company he founded Quester Tangent Corporation into new business areas including acoustic seabed classification, port & harbor monitoring infrastructure, and electronics systems for rail transit vehicle monitoring & diagnostics, and control. Paul also led the company’s efforts in building strategic relationships with companies and organizations world-wide to secure contacts. Through relationships with the Indian Government, Lockheed Martin (USA), Dasult-Sercel (France), Bombardier (Canada), Lavalin (Canada), Alstom (USA), Kawasaki (Japan), PSA (Singapore), SSI (Australia), and others Quester Tangent secured multi-million dollar contracts in the Ocean Technology and Rail Transit business sectors. Paul also developed and managed relationships with Canadian International aid and business agencies such as CIDA, CCC, and EDC. In the last 4 years Paul has been active in organizing the National and British Columbia Ocean Science and Technology sector. He is past President of the Oceans Science and Technology Partnership, a national non-profit network representing 7 regions across Canada. He is currently carrying out business development consulting contracts with the Canadian Centre for Ocean Gliders, the Government of Canada, the Innovation Development Corporation at the University of Victoria, as well as with exporting technology companies. Paul is currently leading the COIN Pacific Ocean Technology cluster initiative. Paul is an active member of the Canadian Ocean Technology sector and was the West Coast Champion for Industry Canada’s Ocean Technology Innovation strategy Paul has been a Director of many non-profit organizations including: UVIC Ocean Sciences Board, Past Director, CCMC (St John’s NL), Canadian GeoProjects Centre (Ottawa, ON) Past Chairperson, Maritime Museum of British Columbia.
